Blocking a Google account will prevent this user from contacting you via Google+, Google Hangouts, and Gmail. Users on Google+ and Google Hangouts can be blocked directly from their Google+ account, and setting filters in Gmail will allow you to send unwanted emails straight to the trash.
Steps
Method 1 of 4: Locking from your computer

Step 1. Log in to your Google+ account (https://plus.google.com/)

Step 2. Open the Google+ profile of the user you want to block

Step 3. Click on the down arrow next to the username

Step 4. Click Complain / Block

Step 5. Check the box next to the username you want to block

Step 6. Click Finish
This user will no longer be able to reach you on Google+ and Google Hangouts.
Method 2 of 4: Lock on Android

Step 1. Launch the Google+ app on your Android device

Step 2. Use the search box at the top of your Google+ page to navigate to the profile of the person you want to block

Step 3. Click on the menu button at the top of the user profile to access additional options
The menu button looks like three vertical dots.

Step 4. Click "Block" and then "OK"
This user will no longer be able to reach you on Google+ and Google Hangouts.
Method 3 of 4: Lock on iOS

Step 1. Launch the Google+ app on your iOS device

Step 2. Click on the menu icon in the upper left corner of the Google+ page
The menu button looks like three horizontal lines.

Step 3. Use a search engine to navigate to the profile of the user you want to block

Step 4. Click on the gear icon in the upper right corner and then select "Block"
This user will no longer be able to reach you on Google+ and Google Hangouts.
Method 4 of 4: Create Filters in Gmail

Step 1. Sign in to your Gmail account (https://mail.google.com/)

Step 2. Go to the email sent by the person you want to block

Step 3. Click the down arrow to the right of the Reply button

Step 4. Click on "Filter similar emails"

Step 5. Make sure that the user's Gmail address appears in the From field, and then click on Create filter based on this request

Step 6. Select the checkboxes to take when this user sends you an email
For example, if you want all emails from this user to be sent straight to the trash can, select Delete.

Step 7. Click on "Create Filter"
Thereafter, all emails received from this user will be immediately sent to the trash.
