With Windows 7 Starter / Basic / Home, you will need to install a Language Interface Pack to be able to change the language of most of the system's interface. You can also change the input language to type in the language you want.

Language packs are supported exclusively in Windows Ultimate / Enterprise and translate almost the entire system interface into the language you need. The Language Interface Pack (LIP) is a small package with which you can translate only the main parts of the system interface into the language you need; in this case, the base language of the interface is required, since it will be translated only partially.
