Steps

Step 1. Launch Adobe Photoshop Elements and create a new file
A suitable size for practice would be a 300 x 300 pixel file with a resolution of 72 dpi. You can choose a transparent background to make the animation look even cooler, but this is not necessary.

Step 2. Create a layer for each frame of your animation
Then paint the frames, each on a separate layer, using whatever painting technique you like. Make sure the first frame is on the lowest layer, the last frame is on the topmost layer, and the rest of the frames are in between, in chronological order.

Step 3. When finished painting all frames, set the visibility of the layers so that ALL layers are VISIBLE
This is an important condition!

Step 4. Go to File> Save for Web
The "GIF" format is usually the default, but if not, use the dropdown menu to set the file format to "GIF"

Step 5. Check the "Animate" checkbox

Step 6. Click "Preview in Default Browser"
An internet browser window should appear with your animation. If everything looks good, close your browser and click "Save".

Step 7. If the animation does not meet your expectations, click "Cancel" and make the necessary changes to the frames

- The more frames you have, the smoother your animation will look. At the same time, the animation will look slower, so be careful.
