Steps
Method 1 of 2: macOS

Step 1. Activate iCloud Music Library
If it is already enabled, skip this step. Otherwise:
- Launch the Photos app (you'll find it in the Applications folder).
- Open the Photos menu.
- Click "Settings".
- Go to the "iCloud" tab.
- Check the box next to iCloud Music Library.
- Close the window.
- Select Download Originals To This Mac or Optimize Mac Storage.

Step 2. Launch the "Photos" application
You will find it in the Applications folder. Drag any photo stored on your computer into this app to upload your photo to iCloud.

Step 3. Open a Finder window
To do this, click on the two-color face icon in the dock.

Step 4. Double click on the folder with the desired photos
If the folder is inside another folder (for example, Downloads, Desktop), click on the folder in the left pane, and then double-click on the folder with photos.

Step 5. Select the photos you want
To select multiple photos at once, hold ⌘ Command and click each photo you want.

Step 6. Drag the selected photos to the Photos app
The photos will be uploaded to your iCloud account.
Method 2 of 2: Windows

Step 1. Install iCloud for Windows

Step 2. Press ⊞ Win + E
The Explorer window will open.

Step 3. Click on the iCloud Photos folder
You will find it in the left pane.

Step 4. Double click on the Uploads folder
You will find it in the right pane. You need to copy photos to this folder.

Step 5. Press ⊞ Win + E
Another Explorer window will open.

Step 6. Open the folder with the photos you want
Do this in a new Explorer window. Typically, photos are stored in the Photos or Pictures folder.

Step 7. Select the required photos
To select multiple photos at once, hold Control and click on each photo you want.

Step 8. Drag the selected photos to the Uploads folder in another Explorer window
When the photos are copied to the folder, they are uploaded to iCloud.
